The SSEB (Subsidieregeling Schoon en Emissieloos Bouwmaterieel) aims to reduce nitrogen emissions in the construction sector by supporting the purchase and retrofitting of emission-free construction equipment and vessels. The SSEB is divided into three components: SSEB Purchase, SSEB Retrofit, and SSEB Innovation. In 2023, the subsidy budget for SSEB Purchase was set at โฌ36 million.
From May 9, 2023, companies can apply for the subsidy again. The program runs from May 9, 2022, until December 31, 2026, and targets construction companies that own or lease construction machinery, auxiliary functions, and construction vehicles. The subsidy can be applied for multiple components, with a maximum subsidy amount of โฌ300,000 per construction machine.

Encouraging Investments in Emission-Free Construction Equipment
The SSEB subsidy is designed to encourage construction companies to invest in emission-free construction equipment, contributing to:
- Cleaner air and a healthier environment
- Growth of the emission-free construction equipment market
To qualify for the subsidy, construction companies must meet specific requirements:
- The equipment must be fully emission-free and meet energy efficiency standards
- The machinery must be used in the Netherlands
- It must not have been used before the regulation came into effect
The subsidy amount depends on the type of construction equipment and can cover up to 40% of the purchase costs.
Three SSEB Components
- SSEB Purchase
Companies that buy or lease new emission-free construction machinery may qualify for the SSEB Purchase subsidy. - SSEB Retrofit
This program supports retrofitting existing construction machinery to make it emission-free. - SSEB Innovation
Encourages the development of new sustainable technologies for the construction sector.
Each company or group of companies can receive a maximum of โฌ1 million per calendar year for SSEB Purchase and SSEB Retrofit combined.
Driving Sustainability in the Construction Sector
The SSEB program is a major step toward the sustainability of the construction industry. The use of emission-free construction equipment not only reduces nitrogen emissions but also:
- Lowers noise pollution
- Decreases COโ emissions
- Accelerates the development of sustainable technologies
- Strengthens the construction sector for the future
